Delhi will not sell fuel without a valid PUC from 1 October. The fine is ₹10,000

From 1 October 2026, Delhi pumps are refusing petrol, diesel, CNG and LPG to vehicles without a valid pollution certificate. Driving without one can draw a ₹10,000 fine. This rule is Delhi’s, not Mumbai’s.
From 1 October 2026, fuel stations in Delhi are not selling petrol, diesel, CNG or LPG to a vehicle that does not have a valid pollution-under-control certificate. The pump system is tied to the certificate. If it has expired, the dispenser is not supposed to start. Driving without a valid PUC can draw a ₹10,000 fine.

This is a Delhi rule. A pump in Mumbai, Thane or Pune is not under this order. It matters if you are driving a Maharashtra car into Delhi.
Which cars face the winter ban?
From 1 November, petrol and diesel vehicles registered outside Delhi that are not BS-VI are barred from entering the city. Under GRAP Stage III, BS-III petrol and BS-IV diesel four-wheelers can be stopped from plying. The fine cited for that violation is ₹20,000. The private-car restriction covers Delhi and NCR districts that include Gurugram, Faridabad, Ghaziabad, Gautam Buddh Nagar and Sonipat.
BS-VI petrol and diesel cars, CNG cars and electric cars are outside that particular Stage III ban. They still need a valid PUC. A CNG car is not exempt from the certificate.
If the certificate fails because the engine is actually dirty, that is a repair, not a paperwork errand. The October order is the one Mint reported from the revised GRAP. Emission work can be booked through a workshop near you before the drive north.
